Must Have:

Re-organize the tables in group by char set, may be following unicode, or
for example:
Simplify Chinese 1 set, org Big5 code 1 set, HK char 1 set, Japanese new char 1 set, all the other Chinese char 1 set, punctuation 1 set, Taiwan Chewing Alphabet 1 set, Katakana Hinakana 1 set.

May Have:
Traditional Chinese -> Simplify Chinese
