International characters search

I think international characters like tildes are not searched for equivalence.

For example, the spanish word for "promotion" is written "promoción", with tilde.
But half of the times you will find it without the tilde "promocion", so both forms should be considered equivalent for search.

That is, if I search "promociÓn" it should return both "promocion" and "promoción".
And if I search "promociOn" it should return both "promocion" and "promoción".
