Refactor room/permission checks to be actual decorators based from checks. Our current solution doesn't provide correct error messages for all types of checks which results in incorrect error message when using commands

e.g.
/gen_teacher_info when used in incorrect room sends @ user, na použití tohoto příkazu nemáš právo.
