Is your feature request related to a problem? Please describe.

The public IP used by the Snat rule appears as a used IP and cannot be used to create the dnat rule, failing service creation if there are no available IPs.

Describe the solution you'd like

Ignore IPs used by an snat rule / only look for IP that aren’t used by an dnat rule at service creation.
