Port to other languages

The plugin helper makes it easy to write updates and status updates back to the sidecar worker. We have this as a go library, but it could be really convenient to have this functionality exposed for various languages since plugins can be written in anything.

Ticket originated from discussion in slack wanting to know how to do this. It also came up in the context of the cmd-runner plugin which is written in bash.
