Check for Open Telemetry at startup

Currently Open Telemetry is mandatory to be installed and accessible in the system. This requirement should not be mandatory, the container tracer should be able to run without Open Telemetry.

• If an Open Telemetry exported is configured, check if Open Telemetry is accessible at startup.
• If Open Telemetry is not accessible, log a warning and fail back to export traces to a file.
