Add full support for quasihavoc statements

Quasihavoc statements are soon to be merged as a feature into Silver. Silicon will have full support for these statements from the start. Carbon will initially have support only for havocing field and predicate resources but not wand or quantified resources. Full support for quasihavoc statements should be added to Carbon too.
