Why can't I use updateCustomerAddress mutation?

Hello, I can see that updateCustomerAddress is listed both in admin and shop api but for some reason I cannot use it cause I'm getting 'You are not currently authiorized to perform this action', is this api only for admin use? I'd like customer to set default address first and then attach it to the order.
