Currently, it appears that ships do not have the option of having no afterburner.
When you start the game, the Llama does not have an afterburner, which is an item that you have to purchase later on.
Right now, when you start a new campaign, and launch into space, the afterburner button works, even though you do not have one installed.
Once installed, it should set the afterburn governor to a higher value than the current governor, and this is dependent on the type of afterburner installed.
I tested with a previous saved game, and it appears that when you do have an afterburner installed, it also does not change the afterburn speed of your craft. Historically, fitting an afterburner increased the speed of the craft by a percentage specified in the afterburner type that you fitted to the vessel.
