Issue description:

When a user scrolls the page - when they get into such a section - the page starts to scroll to the side, which is disorienting and creates chaos on the page.

Solutions:

To change the "scroll" buttons themselves and put them on the sides.
So that it would be possible to scroll only when the user purposefully scrolls to the right or left.
To change the cursor to a hand when a user hovers an object that can be scrolled + to highlight this block on hover
