simple reflectivity request API route

For the app and for general convenience, we could easily provide the current (or +20 min forecasted value) reflectivity value for a given pair of GPS coordinates.

A new flask server needs to be started inside the dwd container. The route can be merged with existing routes at "the edge" (i.e. caddy/web container).
