build-packages-for-obs.sh, push-packages-to-obs.sh and mkchlog found a new home

Hi all,

I have just extracted the three scripts mentioned in the title from the rel-eng folder of the uyuni repository into a new repository uyuni-releng-tools.
While at it I also dropped the .sh suffixes.

In order to use these scripts now, just install the uyuni-releng-tools package as documented in this wiki page on your dev machine.
They behave as before: you just need to run them from within the git clone you are working on.
