Add August Monthly Call video to Monthly Calls page

Purpose

To add the August monthly call video (when available) to the USWDS monthly calls page.

Steps to be completed once video is available:

• Create branch to update YML page
• Submit pull request - will be closed by:
• Pull request approval

Video may not be available until end of Sept. Added this to Sprint 15 to account for that. Can move up if we get it sooner.
