[Issue]: Treasury Report Adjustments #436

Why is this issue important?

Needs to be adjusted in order to be uploaded correctly to the Treasury portal.

Current State

Dates in the treasury report are displaying with incorrect date formatting and also a time stamp - YYYY-MM-DD 00:00:00 (i.e. 2024-02-11 00:00:00)

Blank values are displaying as "None"

Expected State

Date formatting for any date values needs to be updated to MM/DD/YYYY (i.e. 02/11/2024)
When a value is blank, it should reflect as blank

Tested in project files and this looks great in staging. Waiting to test subrecipient file as well
