urcrypt was designed and built to be shared across projects outside of vere. Its build system was designed for this purpose, but was removed in switching to this repo. It's now built with bazel, tightly coupled to vere, only static, &c. Its original build system needs to be restored.

urcrypt is now in its own repo, with its original build system. see #524.
