In the picture from GPO and in this archive, his head is very much off-center. So if you try to do something else with the image (e.g. circular border instead of rectangular) his head is cut off.

I see what you mean. Unfortunately https://www.congress.gov/img/member/p000608.jpg is a bit small: 175x201 pixels.

Is there a larger one? Alternatively, would you like to crop https://github.com/unitedstates/images/blob/f82302e9b49f725edd4eefeee1911498fdf558ee/congress/450x550/P000608.jpg to centre it better? We could then update this repo with that one.
