• there are two views, IP view and Unicef View
• when an IP logins, they should only list a list of POs which have items that were sent to them.
• an IP should be able to add and edit details below their level
• when Unicef logins in, they should be able to select an IP from a drop down list.
• Unicef staff have the rights to add details
• Reported by IP report should be able to pull in distribution plan levels
• A rapidpro flow should be triggered for items which were set as trackable in the distribution plan
