Implement TEI encoding for all collation based views?

Now that we are moving toward a standardized TEI representation of variants, shall we implement it across the board in the view of the app? I can write the xq/xsl that does this (on the fly from CollateX data). This will make tools for display for on the fly and curated collations identical.
