As noted in uisautomation/django-boilerplate#34 we need to update circleCI configuration and then bring it here.

After some discussion, we need to port the tag and push docker image configuration from, e.g. the media webapp. Still push the image to the Google container registry but make it a public image.

@uisautomation/developers Now that we have GitLab CI set up. Do we want to transition this project over to GitLab?
