Add React bootstrap to boilerplate

Add an option to the cookiecutter config to add a "ui" project. This project will contain the CRA-based react frontend from the media platform/PI dashboard and update the docker compose configuration to run it. A single "hello, React" view will be provided. Importantly, unlike the media platform/PI dash, the "frontend" source directory should be inside the ui application.
