Currently, the navbar disappears when on mobile

Suggestion
Overall, add more mobile optimizations.

Also on iPad, it appears (when landscape), but the clicking the "committees" tab does not show the committees to choose from. This issue might also occur on a touchscreen laptop (or something of that sort).
