Refs ua-snap/data-api#492

Move the cache repopulation code into a Prefect workflow.

Consider whether we can trigger flows just to recache one or another of the applications, if that's a good idea (might not be).

Some exit criteria to keep in mind:

Is the monitoring improved?
Where can we see the current status of the job?
What access restrictions are in place on triggering it?
