Issues with names of HU-8, HU-10 places

The app doesn't label HU8 in some places. HU10 are always identified as such.

Survey what the app does/doesn't do before making changes,

• use map search and see how they are labeled,
• autocomplete drop-down, how are those decorated there?
• titles in/throughout report. are those ok?

I think our intent is to ensure that HU-8 / HU-10 are both shown the same. HU-8 is sub-basin, HU-10 is watershed. We may want to use those terms, after consultation with Jeremy and others.
