Avoid fetching irrelevant tags

There are several tags that should not really be fetched by happypanda as they make no sense outside of the context of e-hentai cleanup/mod functions. Some examples are forbidden content, already uploaded or the namespace "reclass" (manga, doujinshi, artist cg etc) which only serves to fix the category for incorrectly uploaded material.

If having this behaviour on by default is not acceptable, then an option to customly define some tags to avoid fetching would be fine too.
