Data model change: group_id

group_id is not part of the data model for Eligibility. This is a common field that comes with many eligibility sources. Currently, Tuva users have to go back to their raw data sources to get this field.

Add a group_id field to the Eligibility model in the input layer and core.

This could be a multi-purpose field instead and named something like custom_reporting_id.
