TamTam messenger bridge to Matrix

Russian government promote TamTam messenger as recommended for chat platform in state institutions (together with blocking Telegram). So will be good to have bridge from TamTam messenger to Matrix network!

TamTam messenger have API, very similar to Telegram: https://dev.tamtam.chat/ so implement bridge to Matrix will be not so hard. But official library at now exists only for Java: https://github.com/tamtam-chat/tamtam-bot-api
