Add tooltip to briefly explain the parameters in chat tab

To the extent a 'brief' explanation is possible, something giving green users an idea about what the Generation and Sampling parameteres do or impact would be very nice.

Hiding them behind a 'Settings' or an icon would make for an even cleaner UI.

If there is a way to auto-tune these parameters based on the model loaded, that would also be great. No clue if this is doable.
