Start up background task on window load

In the event that users have closed their Chrome windows entirely, would be a good idea to have the background page fire up an alarm on opening a new Chrome window. Currently planning to have the recurring alarm shut down when all tabs are removed from storage but since the alarm will also shut down when a window is closed, we should have it create the alarm to check storage.
