Add schema for ECM definition files #405

Check all ECM definition json files against a schema prior to running the workflow throw warnings for invalid files. This would refactor some of the checks implemented in this PR: #402

Also create schemas for mseg_res_com_cz.json and cpl_res_com_cz.json per #216
