Idea

The community influences the amount that is rewarded by completing Tasks.
(experimental feature)

New value for Task Reward is computed from User Feedback after completing Task.
The amount rewarded is not updated in the Task itself after rebalance but rather stored separately
Community can choose to enable or disable this functionality at any time
Community can choose how often the Rebalance occurs.
