Avoid starting from scratch for each app instance - let people import bootstrap template

Use case

• Community A creates a useful set of tasks and tutorials and want to make it available for other communities to use so they don't have to start from scratch.
• Community A exports and shares "some kind of" template that the other community just imports and can start doing the same activities.
• Leverage Skills for dependencies, possibly even hidden skills - tutorials can be chained by requiring skills - e.g. you finish a Welcome tutorial and you are rewarded by a Hidden skill "Finished Tutorial 1". Tutorial 2 now requires you to have skill "Finished Tutorial 1" so you can start Tutorial 2.
