Upgrade does not work

php bin/gpm self-upgrade
results in an error:

I'm using PHP 8.2 on an XAMPP installation. I wanted to perform the upgrade to install the admin plugin.

Special: after the failed upgrade, all files in the bin directory are deleted. I
