The link leads to https://github.com/tradingview/charting_library/wiki/JS-Api which is a broken URL

Both links are slightly different.

1st link seems OK though; what error do you have?

The second link is broken, everywhere when it says link to the doc, the link is broken!

The link is not broken; you may not have the right to access it at the moment.
