Adding links to Challenge and Forums

Expected behavior

As a copilot while I am editing my challenge I want to have a link to the public challenge page in topcoder community so I can see how my specs writing look like.

Same thing when I am at the work manager project view page, I want to see link to Forums for each challenge so I can navigate there when I need to to provide support or view discussions.

Actual behavior

Right now, as a copilot I have to save the changes go back to the work manager listing page, navigate to draft then click "View Challenge" link to view it. Then whenever I update the challenge specs I keep refreshing the link.

As for the forums link, right now I have to navigate inside the challenge details itself to click on Forums link.

@elkhawajah - Right now it's been a struggle to get budget for Work Manager tasks, but we'll pick this up after we start new work on WM.
