Update payment setup step and flow

This ticket will track making some updates to the payment setup step of the onboarding flow

NOTE: Your submission must cover all 3 items below, including validation information!

Update 1

The payment step will now be step 4/4, not step 3/4. The "Build your profile" step can become step 3/4.

Update 2

We are going to remove the section for completing a tax form from the payment setup screen.

The updated screen will look like this:

And selecting "Yes" will expand to show an updated payment selection screen:

NOTE - we currently go to a new route (/onboard/payment-setup/payment-provider) when selecting a payment service. We can continue to keep this route.

Update 3

The screens for selecting / configuring Payoneer, PayPal, and Western Union will be removed and replaced with popups. We can keep the routes, or remove the routes and just keep things on the payment provider route. Either is fine.
