When video is playing user can scroll the background screen

To Reproduce
Steps to reproduce the behavior:

1. Go to https://www.topcoder.com/
2. click on menu
3. the community
4. play video
5. scroll the background page

Expected behavior
user should not able to scroll the screen when video is playing
