Upgrade MitreId Connect to 1.3.0

Someone is working on a Spring Boot 1.5.0 and mitre 1.3.0 update. I'll update this when that pull request is merged in and tested

Looks like the master branch has been updated to newer versions of MitreId, SpringBoot and Spring Security. Is there a release in the near future? Or should we fork and cut our own release?

What's the status on this? Should we expect to see the version 0.1.4 released now that the related PR has been merged, or is there some work to do that could use some help?
