when fixed_bag is None it gets stringified somewhere causing the bag interface to not show

I thought this was caused by tiddlyweb/tiddlyweb#104 but turns out not. The fix may be to chagne chooser.html to have this line:

{% if fixed_bag != "None" and fixed_bag is not none %}

instead of

{% if fixed_bag %}
