For instance:
Reg PPI 0.3
Cond1 PPI 0.5
Cond2 PPI 0.9

with a 100% overlap, the max overlap is 0.9, the min is 0.3. The differential will, in both cases, be increase 0.2, and never increase 0.4.

It gets even more confusing when looking at decreases, because the maximal decrease comes from the lowest conditional edge ...

So perhaps this needs to be implemented for increases only?
