This is caused by the command line not reporting the "locker" in this case.
eg
si viewsandbox --batch 
--fields=locker,workingrev,workingcpid,deferred,type,name,memberrev,lockrecord 
--lockrecordformat={sandbox} --recurse ...

will report an empty locker (empty string).
