Currently, only way to do it is using the MKS fat client

Should be possible using si rename command

This is only possible if the file says in the same folder though (whichever way 
is
chosen)

The MKS plugin for Eclipse allows for more advanced refactoring via deferred 
and pending operations.  This allows us to move files around as well as rename 
them.  Would this not be feasible in IntelliJ IDEA?

You're welcome to try and send a patch, the sources of the plugin are open,
and I don't have much time for this plugin these days

Actually, if you set in your Mks preferences that you want checkin/etc to be 
deferred, they will.

I think the moving itself is much more tricky if you want to keep history
