Improve change package integration in changes view

the Changes view actions should be supported by the plugin
- ChangeList renaming (renaming the change package)
- moving entries between change lists
- removing changes from change lists
- shelving support ?

moving entries between two mks changelists should be achievable using si unlock,
followed by si lock with the new cpid
moving changes from a mks changelist to a non mks changelist would result in
reverting the checkout, but keeping the modified file (resulting in a modified
without checkout file)
moving a change from a non mks changelist to a mks changelist will result in 
locking
the file with the associating change package
