Add universal scroll when clicking and dragging with mouse scroll wheel

On windows, clicking and dragging the mouse scroll wheel lets you scroll both horizontally and vertically within a window.
This works in some applications, e.g. firefox, on mac, but mostly not enabled.
If this feature is approved, one could have universal scroll from scroll wheel dragging on mac with only one app installed.

Would be awesome!

In my opinion in scope of this wonderful app!
