Simple is better!

  • ScoutData.add_shape_data
  • Geography.filter_boundaries_near_scout_area
  • district_boundaries.py
  • history_summary.py

Use case seems unclear for these - and I wrote some of them! Need to clarify & rewrite modules if to keep.

@ox-baloo thoughts?

ScoutData.add_shape_data: Moved into own module as a kludge, need to think about more

district_boundaries.py: Significant clean up and performance work, kept (but maybe move all to preprocessing?)
