Should we avoid synching when there is an app in the foreground or wifi is being actively used? #41

Using Bluetooth heavily messes with both WiFi and BLE. So it may make sense for us to not use Bluetooth when there is an app in the foreground and/or when we detect that WiFi is being actively used (assuming we can detect that).

See thaliproject/Thali_CordovaPlugin#1000 for tests we ran. What they showed is that if BLE is off we do get a small increase in bandwidth on Bluetooth. But turning WiFi on and off didn't seem to affect Bluetooth bandwidth.
