[base-cluster] persistent events

Currently the kubernetes events are discarded after some, relatively short, amount of time (by default 1h, via t8s-cluster maybe 4h in the future)

We could implement something like https://github.com/resmoio/kubernetes-event-exporter#stdout which would export the logs for loki
