Add metrics to measure how often queries are sent to closed workflows

Is your feature request related to a problem? Please describe.
We don't have visibility into how often we send query to closed workflows. And how long after the wf closed is the query requested.
This info could help to decide if we want to send sticky query to closed workflow or not.

The longer the delay of the query after wf closed the higher chance the cache would be evicted on SDK side.
