Scripts should be precompiled

The more scripts I add to projects the slower cyan build is to start building. This is because the scripts are written in Teal and need to be recompiled every time build is run.

Solution: We should have a build cache for scripts (something like .cyan-cache and recompile them when they change (using the same detection that build does by looking at modification timestamps)
