I think in addition to courts, legal notices and disclaimers should be meaningful for international users. If you look at projects like Wikipedia, they have translated legal notices in the footer, and it's nice looking and helpful for users. We have a link called "Statutes (non-binding translation)" that links to an English translation. So why not we have a non-binding translations in other languages?
Also, legal license of the LibreOffice is translateable. See this: https://translations.documentfoundation.org/fa/libo_ui/readlicense_oo/
Right now footer contains hardcoded text that can not be translated.
