Redo Template Ingestion and Messaging mechanism

Overview

The process of whitelisting template messages and being able to send template messages programmatically on the new platform will differ a lot from Gupshup. We'd want the tattle team to come upto speed on how to whitelist templates and write code to make remote API calls to the new BSP. The tattle team will also need to train Areeba on how to create and whitelist new templates.

Scope

• Link the dau test number on gupshup to the turn
• Create a module in elixir for sending messages using the template endpoint
• Verify if these messages show up in the unified console
